Job Description

Responsible for implementation and formulation of policies, procedures, principles and administrative matters in accordance to Corporate, Regional policies and Local laws and practices in a professional and cost-effective manner to support business needs.

  1. Recruiting/Staffing
  • Provide direction on the development of policies and framework on Manpower Planning, including guidelines, procedures and templates and justifications.
  • Coordinate requirement at all levels ensuring competence in recruitment and selections, participate in recruitment of all level staff as appropriate, advise and support line managers to improve ability to forecast, attract, and integrate new skills in line with business plans.
  • Coordinate and Supervise: Job applications and maintaining CV’s to include assistance with interviews; Liaise, process and utilize agencies on recruitment issues; Placing advertisements on the internet & job fair and its follow-up.
  • Coordinate and supervise probation performance.

2. Compensation & Benefits

  • Assess local market through surveys and networking, analyzing results, making recommendations for changes including structure design.
  • Participate in designing programs to develop competitive reward system, and compensation & Benefits system.
  • Supervise and execute payroll in an efficient and timely manner.
  • Maintain professional development & knowledge of related legislation and agreements and how it applies to business issues.
  • Make sure the personnel files are in compliance with applicable legal requirements and records of employee are up-to-date.

3. Employee Relations

  • Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations.
  • Responds to employee relations issues such as employee grievance.
  • Input in dispute and arbitration cases.

4. Performance Management

  • Develop performance appraisal system.
  • Ensure smooth Performance Management Process and provide recommendations.

5. Training & Development

  • Design and deliver programs to meet the development needs of individuals, teams and the organization.
  • Cooperate with line manager to analyze competency gap, job requirements, operational problems, plans, forecast and current training program to identify training and development needs.
  • Make sure implementation of training plan at quality level.

6. Administrative

  • Make sure all the practices are compliance with statutory rules and regulations.
  • Supervisor and input on general administrative management.
  • Others tasks by superior.
Qualification Required
  • Bachelor degree in HR or Administrative management or related field.
  • Min of 6 years of experience, 3 years’ experience in managerial position in manufacturing plant.
  • Good interpersonal and communication skills at all levels.
  • Able to work in a multi-national and multi-culture environment.
  • Comprehensive knowledge on HR functions.
  • Good leadership, managerial, mentoring and counseling skills
  • Responsible, organized and professional in handling confidential information.
  • The ability to work independently and with the team.
